Central Denver Recreation Center- What Do YOU Think?
Last November, when Denver voters said yes to a tax increase to fund Infrastructure projects, $11 million was allocated for the acquisition of land and the planning for a recreation center to serve several central and east Denver neighborhoods. A 2006 Recreation Needs Assessment Survey showed there to be a gap in recreation center service for central Denver. To view maps of the central Denver need click here.
Over 70 Denver residents attended the initial public meeting on the central Denver recreation center bond project on Tuesday evening, April 1, 2008. Citizens were introduced to current trends and facilities located in today’s state-of-the-are public recreation centers. They also participated in a ‘Build-a -Recreation Center’ workshop where groups designed their ideal recreation center with a hypothetical fixed budget. At the end of the session, each group described their key activities and discussed their opinions and suggestions for desired facilities and programs.

Reminder: Street Sweeping Began April 1st!
Citywide seasonal street sweeping began on April 1, 2008 and we need your help to keep your street and the Mile High City clean! Denver’s residential streets are swept once a month between the hours of 8 am and 5 pm from April through November. This helps to clean neighborhoods and improve our water and air quality. Street sweeping schedule signs are posted so you can tell at a glance which day is sweeping day on your block. Please note, neighborhoods with little on-street parking demand do not have these signs. Over 5,100 lane miles of streets are swept monthly from April to November each year.
Denver’s Public Works makes remembering your sweeping day easy by offering to send out free “No Parking” calendar stickers to Denver residents. Third Annual Post-News Colorado Colfax Marathon May 18

You’ve provided great support for the Colfax Marathon the past two years. Some of you have run, some of you walked the half marathon with me last year, and some of you have cheered the wheelchair athletes and runners on or volunteered. Please keep it up!

Denver, Aurora and Lakewood are joining to support the third annual Post-News Colorado Colfax Marathon on Sunday, May 18, 2008. This is an important event that celebrates the revitalization of America’s longest continuous street — Colfax Avenue. The route this year has been redesigned in response to comments from runners in last year’s race. The course for the full-marathon will start and finish in Denver’s beautiful City Park, and will take walkers, joggers and runners along Colfax through Lakewood, and downtown Denver. The half-marathon will be run east along Colfax to Fitzsimmons and back to City Park. The course highlights interesting historic sites along Colfax and, of course, views of the majestic Rocky Mountains. A one-mile fun run/walk event will be held in conjunction with the marathon on Saturday, May 17, 2008 for children in kindergarten through eighth grade. Training programs are available for different age groups that include nutrition and training tips.
The Post-News Colorado Colfax Marathon launched a new Charity Partners Program in 2008. Charity partners are nonprofit organizations that use the visibility and event management platform of the Post-News Colorado Colfax Marathon as a tool to fundraise for their own purposes.
For those who want to participate but aren’t up to running, there are plenty of volunteer opportunities. More than 2,000 people are needed to bring this event together from start to finish. Volunteer on your own or gather a group and work together. The Post-News Colorado Colfax Marathon is a wonderful way to celebrate one of our city’s unique assets. To sign up as a marathon participant, register a relay team, volunteer, or to learn more about the race, visit www.coloradocolfaxmarathon.org.
There will be various street closures on Sunday, May 18 to allow for participant safety as they follow the route. Below is the timing schedule of the runners and walkers at various District 10 cross-street locations so that you can go out and cheer and anticipate road closures.
• Wheelchair championship racers start in City Park at 5:55 am. All other racers begin at 6:00 am and head towards Colfax Avenue.
• Half-marathon participants will be at Colfax and Hudson between 6:15 and 6:54 am they then continue up Colfax into Aurora to the Fitzsimons Medical Center and then return on 17th Avenue back to the finish at City Park.
• Full Marathon Participant Timing Schedule:
o Colfax and Gaylord between 6:02 and 6:27 am.
o Colfax and Downing between 6:04 and 6:34 am.
o Colfax and Pearl between 6:06 and 6:41 am.
o Colfax and Broadway at the State Capitol between 6:08 and 6:48 am.
o Colfax and Speer between 6:09 and 6:54 am they then continue down Colfax into Lakewood to Simms return, go around Sloane’s Lake and then back through downtown Denver and up 17th Avenue.
Elections Planning Update
The Tuesday, August 12, 2008 primary election and the Tuesday, November 4, 2008 general election are fast approaching. Denver’s voting model will consist of the following elements, based upon the 2008 Elections Model Advisory Committee recommendations:
• Where will people vote?
o At combined precinct polling places. Denver has 426 precincts that would be combined into approximately 175 polling locations. View the updated precinct map here.
o At early voting sites. Early voting sites will be open for 10 days prior to the August 12, 2008 primary election and will be open 15 days prior to the November 4, 2008 general election.
o Through mail-in ballots. Ballots will begin to be mailed 32 days prior to Election Day. Mail-in voters may opt to be put on a permanent or election-specific mail ballot list.
• How will people vote?
o Paper ballots
o Direct Recording Electronic (DRE) touch screen voting machines will be available at each voting location for use by the disabled community, to be in compliance with the federal Help America Vote Act.
• How will votes be counted?
o Ballots will be counted at a central location on Sequoia 400c central count ballot scanners OR ballots will be counted at the polling place on Sequoia Insight precinct scanners.

Better Denver District 10 Bond Projects 2008
In November, 2007, Denver voters passed 9 ballot initiatives aimed at maintaining the city’s critical infrastructure now and into the future. Issues 1A - 1I focus on ongoing yearly capital maintenance, health and safety, transportation, libraries and cultural facilities and parks and recreation. Over the next few months you will begin seeing Better Denver signs popping up over the City of Denver so that you can recognize your tax dollars at work.
Here’s a list of 2008 construction projects you will start seeing in District 10:
• City and County Building Deferred Maintenance, 1437 Bannock – Exterior preservation work will be completed, including repairing the front steps, replacing concrete, tuckpointing, and clean masonry. Interior upgrades include basement and 5th floor HVAC, sprinklers in the basement in case of fire, replace windows and blinds for energy conservation and functionality, remodel restrooms, add existing lights, and modify existing bronze doors.
• Former Permit Center Repairs, 200 W. 14th Ave. – Repair HVAC and upgrade electronic controls, recarpet, repaint, upgrade building electrical, minor space configurations, and repair exterior concrete and sidewalks.
• Botanic Gardens Maintenance and Greenhouse and Conservatory Enhancements, 1005 York Street – This project will accomplish extensive deferred maintenance items plus greenhouse replacement and Conservatory repairs. The 2008 scope will include early (non-greenhouse) maintenance items.
• Pulaski Park Restrooms – Pulaski Park, located at South Steele and East Bayaud, will receive new restrooms.
• Speer Boulevard Irrigation – This project will completely renovate and automate the irrigation system on Speer Boulevard.
• East 13th Avenue Pavement Rehabilitation York to Colorado – Full removal and replacement of asphalt streets for arterials and collector streets in poor condition after the 2006-2007 Winter. Ancillary work will include curb repairs, pedestrian ramp installation, minor storm sewer work and traffic signal conduits.
• Denver Public Library - Ross Cherry Creek Branch, 305 Milwaukee - Renovations include exterior improvements, fire alarm upgrades, interior renovations, HVAC & electrical upgrades, and technology.
• Denver Public Library – Central Branch, 10 W. 14th Avenue – Renovations will provide critical repairs, exterior work, and work required for DNC preparedness.
The “Build a Better Denver” website will have continuous updates on progress in the areas of construction, new facilities, and maintenance.
Recycling 8+ in 10: District 10 Pilot Program
Recycling Isn’t Just For Single Family Homes Anymore - “Recycle 8+ in 10” Has Arrived! My office, in cooperation with Mayor Hickenlooper’s Greenprint Denver Office and Waste Management of Colorado’s Recycle America Division, launched a pilot multifamily housing recycling program in District 10. The pilot program, entitled “Recycle 8+ in 10,” is intended to test recycling opportunities for apartment complexes and condominiums. The program will monitor participation levels and user experience, while ironing out logistics and exploring long-term feasibility. Currently, Public Works Solid Waste Management service parameters don’t permit the collection of garbage or recycling from properties with more than 7 residential units. Many folks who live in these buildings have contacted me about getting recycling. Providing recycling for high-rises, condominiums and apartment buildings is a huge challenge, and I view this program as the first step toward addressing this issue. Denver is a very conscientious community, and Recycling 8+ in 10 supports our efforts to divert more waste from Denver’s landfill.
Over 40 buildings applied to take part in Recycling 8+ in 10. The number of applicants and the quality of the applications made the selection process extremely competitive. The outpouring of interest clearly demonstrated the importance of multi-unit recycling to Capitol Hill residents. Winners will be announced in late April and I will make sure to include the selection list in May’s e-talk in 10.
Even if you are unable to participate in Recycling 8+ in 10, I would encourage you to collect your recyclables or recyclables for your building and then take them to a drop-off location.

Doors Open Denver 2008
The Denver Office of Cultural Affairs and the Denver Architectural Foundation invite the public to celebrate “150 Years of Denver Architecture” with Doors Open Denver 2008 the weekend of April 12 and 13.
2008 will be the 150th anniversary of the founding of Denver. Doors Open Denver 2008 will commemorate the occasion by opening doors representing each decade, including outstanding examples of work by important Denver architects and buildings characteristic of various eras. Doors Open Denver is a FREE event that offers residents and visitors the opportunity to tour the spectacular buildings they see every day but that are not ordinarily open to the public. Doors Open Denver hours are 10 a.m. to 4 p.m. on Saturday and Sunday with event headquarters at Union Station, 1701 Wynkoop. Upcoming Democratic National Convention Events
Cinemocracy Film Festival in Partnership with Denver 2008 Convention Host Committee The Denver Film Society (DFS), is pleased to announce the creation and launch of the Cinemocracy Film Festival, an open source film festival coinciding as an official event of the 2008 Democratic National Convention. All films submitted via free upload will be judged by the online public and the top 10 will be screened at a free public event in Denver during the week of the 2008 Democratic National Convention (August 25-28). The online short films should address the topic of “How do you define democracy?” Submitted films can be up to five minutes in length and can be uploaded from March 1 through July 15 to www.denverfilm.org/cinemocracy. Voting will remain open until August 1.
Write to Lead Essay DNC Contest Throughout history, political party conventions have played a key role in determining our nation’s leaders. We know young people in Colorado have big ideas about what makes a good leader and where our country is headed – and with the 2008 Democratic National Convention in Denver fast approaching, there’s no better time to give voice to those big ideas. To find out how to enter your essay in the Write to Lead contest, log on to www.demconvention.com. The deadline is Friday, April 18, 2008 and winners will be announced the week of May 19th. Finalists will serve as ambassadors to their assigned delegations throughout the summer, and two Presidential Winners will be invited to attend the 2008 Democratic National Convention in Denver. Travel and accommodations will be provided for the Presidential Winners and their guardians. In addition, each Presidential Winner will be awarded a new laptop computer to aid with future writing projects and have his or her essay published in full.
Denver Police Department News
• Are cars going to fast down your street? Are you concerned for others safety? The Denver Police Department is forming a partnership with the community through the Speed Watch Program to address traffic issues in our neighborhoods. Citizen participants of the program will receive a course in the use and operation of the Stalker Radar Unit. Volunteers will work in TWO person teams to monitor drivers with a radar unit; the minimum speed recorded must be at least 10 mph over the limit. The volunteers will then report the violator’s license plate and vehicle description to the police department the registered owner’s information will be obtained and a warning letter will be sent out. At no time will a volunteer contact any violator. Repeat violations may result in a personal visit by an officer. If you are interested in taking part in the program, please contact the Park Avenue Cop Shop at 720-865-2355 or stop by at 2263 Champa (corner of Park Ave. and Champa).
• I invite you to participate in the Denver Police Department’s initiative to reduce car break-ins in our neighborhood. The DPD has produced signs whose purpose is twofold:
• The signs remind drivers not to leave valuable items (i.e., iPods, purses, etc.) in their cars where individuals can see them, increasing the likelihood of a break-in.
• The signs, large with fluorescent lettering so as to be visible at night, the DPD badge logo and police contact information, may serve as a deterrent to individuals who are looking for theft opportunities.

• City Wide Youth Curfew Enforcement Intensifies. Denver Police are stepping up efforts for the citywide youth curfew, now through the end of September. City ordinance requires young persons 17 years old and younger to be off the street Friday and Saturday nights between midnight and 5 a.m. Sunday through Thursday curfew is 11 p.m. through 5 a.m. The only exceptions to the curfew are those minors who are with their parents or legal guardian; youth accompanied by an adult AND who have a signed note from their parent or guardian, dated for that night; youth who are going to or from work without any detour or stop; and youth who are traveling in a motor vehicle on the interstate. Youth can be ticketed for violating the ordinance. Parents and legal guardians can also be cited for allowing youth to violate it. Youth caught violating curfew will be taken to the SafeNite Curfew site. From there they will be released only to a parent or guardian.

• Annual Plant Sale by Rock Garden Society at Denver Botanic Gardens, Mitchell Hall, 1005 York Street, Saturday, April 26 from 9 am – 2 pm. Xeric, native, alpine, and rock garden plants are ideally suited to the Colorado climate, whether your garden is a patio planter or trough, acres of landscape, or anything in between.
• Denver Events Celebrate April National Poetry Month. The Denver Office of Cultural Affairs invites the public to participate in events throughout April in celebration of National Poetry Month. • Freedom Writer Maria Reyes will share the significant impact Holocaust education had on her life at the Anti-Defamation League’s 27th Annual Governor’s Holocaust Remembrance Program on Wednesday, April 30. In high school, third-generation gang member Reyes, who had not yet read a book cover-to-cover, was required to read The Diary of Anne Frank after her teacher discovered that most of the students had never heard of the Holocaust. Inspired by Anne Frank’s story, Reyes and her peers began to share their own stories through anonymous journals. Through their writing, they confronted their own biases and prejudices and began to question their own hateful stereotypes. Their journal entries were later published as The Freedom Writers Diary and highlighted in Paramount Studio’s powerful movie, Freedom Writers. The April 30th event begins at 6:00 with doors opening at 5:30 p.m. The event is free, but tickets are required. • Tellerpalooza / Moreypalooza Saturday, May 10 beginning at 4:00 pm at The Mercury Café, 2199 California Street. Two local schools are joining forces for the best event ever! Denver 8 TV Announces Updated Online Programming Site
Denver 8 TV, the city’s Municipal Access Television channel, has launched an improved web site where users can find live programming of the channel and a rich archive of video programs recorded by Denver 8. The programs available include all meeting coverage of Denver City Council, numerous press announcements, community forum coverages and all the weekly and monthly programs produced by the channel.
The remodeled site is a simple click through from the city’s website www.DenverGov.org just by following the Denver 8 logo on the homepage. Visit Denver 8 TV anytime online at the homepage www.DenverGov.org/Denver8TV. We use it in my office all the time in my office to review various Committee meetings!
The new page clearly organizes programs into convenient categories by program type making it easier than ever to locate the exact program viewers may want to see. Photo images and program logos highlight each selection for direct, quick access to each program group.
Common Denver Facts Not So Commonly Known
We have had a number of recent inquiries from constituents about these issues. Here are some little known facts about the City of Denver and District 10:
• Parking in Cherry Creek North
o Visiting Cherry Creek North by bus, bike or car is easy in Cherry Creek North. On-street parking is readily available through the use of the paid parking kiosks which accept the Cherry Creek North gift cards, credit cards, quarters and tokens sold at many area stores and change. I have found that the tokens make great small gifts!
o On-street parking is available for $1 an hour. There is a three hour maximum. Once you have paid for parking, you can move your car throughout the district without paying again, provided your receipt has not expired. Simply leave your kiosk receipt on the dash of your car for the paid time period.
o Payment is required for on-street parking from 8 a.m. to 7 p.m. On-street parking is free on Sundays and after 7 p.m.
• 72 Hour Rule for Towing
o The Sheriff Dept. has the authority to remove any vehicles (including RVs and trailers) left unattended for over 72 hours.
o These vehicles can be reported to either the non-emergency police number at 720-913-2000 (24 hours a day) or Right of Way Enforcement (ROWE) at 720-913-1600 (between the hours of 8 am and 4:30 pm).
o Upon receipt of a complaint, ROWE assigns a vehicle control officer (VCO) to investigate. The VCO will mark the vehicle for a recheck within 24 hours. After 24 hours if the vehicle has not been relocated, VCO will post the vehicle with a 6” x 8” “72 hour violation Tow Notice” on the windshield. Vehicles not relocated at the end of the 72 hours are issued a citation and towed to the City’s Impound Lot. The owner must pay a fine and storage fees to obtain the release of the vehicle.
• Park Curfew
o As the weather gets nicer and we spend more time outsider, remember – there is a park curfew! While many people believe that city parks are open 24 hours a day, parks are actually open daily from 5:00 a.m. to 11:00 p.m. and are closed from 11:00 p.m. to 5:00 a.m. If you are present in the park while the park is closed, the Denver Police Department may cite you for a violation.
It’s Spring…and That Means Some Construction!
• NEW 1st and Fillmore street crossing is completed and fully operational. The former 2 crosswalks across First Avenue that connect Fillmore Plaza and the Cherry Creek Shopping Center were combined into one wide attractive crossing with significant landscaped improvements to the median refuge for pedestrians and countdown signal timing to communicate crossing time limits. In addition, new signal poles, streetlights, median, curbs and gutters, plaza brickwork pavers, ADA compliant ramps, flatwork for sidewalks and crosswalks, and stop bars for cars were added. Backfill with 4 feet of topsoil for planting has been installed and basic irrigation sleeving has been finished. Landscaping will be delayed for April planting with final landscaping being completed by mid-May. Thanks to everyone, especially Dennis Ohlrogge in Public Works, for making this a successful project!
• 7th Avenue Parkway Irrigation construction Park and Rec began construction on Phase 2 of the 7th Avenue Irrigation Renovation project in mid-March. The work consists of installation of a new mainline and automated valves from Fillmore to Colorado (Williams to Fillmore was completed a couple of years ago), and replacement of irrigation heads for the entire length of the parkway. We expect the project to be completed in June. There will not be any open cuts as the contractor plans to bore under the roads. We expect occupancy of the streets to be only occasional and of short duration. At no time will an entire road be closed for any reason.

Community Groups Given Chance at $30,000 Grant
Lafarge West, Inc., the Rocky Mountain region’s largest supplier of construction materials, is hosting its annual “Building Blocks of Our Community” grant program, that offers up to $30,000 for the construction materials (aggregate, asphalt, concrete, or a combination thereof) needed to realize 1 local community group’s dream project.
Now in its twelfth year, the Building Blocks of Our Community grant program is available to local grassroots community groups in Arapahoe, Adams, Broomfield, Denver, Douglas and Jefferson Counties that have little or no access to public or other private funding sources. Interested groups must complete an official Building Blocks of Our Community grant application and submit it to Lafarge by Monday, April 21, 2008. An application can be requested by sending an email to buildingblocks@lafarge-na.com. Questions about the grant program may also be directed to this email address.
Past projects awarded a Building Blocks of Our Community grant include: a multi-use volleyball/tennis/basketball court; a youth baseball facility; a youth skateboard park; construction materials for a local historical museum; a new parking lot for a residential treatment facility; landscaping and a parking area for handicapped drop-off at a local community center.
City Council Meetings and News
City Council meets every Monday at 5:30 at the City and County building (14th and Bannock St., 4th Floor, Room 451). Sign up for the speaker’s list starts at 5:30pm. The hearings take place after first reading and the exact time depends on where the bill is listed on the agenda.
