INC ZAP MEETING OCT 31 2020 Video
City Council will consider the “Residential Care” portion of the Citywide Zoning Change at the Land Use Transportation & Infrastructure Committee on Tuesday Nov. 3, 2020 and Nov. 10, 2020. This ZAP meeting was an opportunity to discuss proposed changes to one portion of residential care — community corrections — to clarify terms (halfway houses, transitional housing, corrections facilities) and as well as ask questions about the existing program and the proposed zoning changes.

TOPIC 1: Denver’s current Community Corrections system and potential changes to zoning for community corrections facilities in the proposed Text Amendment referred to as the Group Living Amendment. Greg Mauro, Director, Division of Community Corrections (Department of Safety), presented. Greg Mauro and Andrew Webb, Senior City Planner, Community Planning & Development, answered questions.
01:22:40 TOPIC 2: Denver’s two separate zoning codes (Denver Zoning Code and Chapter 59). In 2010, approximately 80% of Denver was rezoned through a legislative rezoning process, but plans to rezone areas with custom zoning (waivers, conditions, planned building groups, PUDs) were postponed until after passage of DZC. Andrew Webb, Senior City Planner, Community Planning & Development, addressed conundrum Denver faces administering two codes, and possible approaches being considered to address the issue.
