Subject: RE: Congress Park Neighborhood Trash
Dear Victoria:
Thank you so much for meeting the Auditor on Tuesday to explain the issues Congress Park neighborhood is facing after the changes Solid Waste implemented in your area. I shared the letter with Auditor O’Brien and his team, and we’ll add your feedback to our risk assessment tracker to consider it for future audit work.
Sincerely,
From: Victoria Eppler <victoriaeppler@outlook.com>

Subject: [EXTERNAL] Congress Park Neighborhood Trash
Mr. O’Brien and Auditor Staff
Thank you for taking the time to meet with me on Tuesday. Attached is my original letter to you and this follow up letter is to recap the issues we discussed.
- The increase in the amount of driving by 4 times by Solid Waste Vehicles in Congress Park. Increasing fuel and time costs with moving bins to the curb rather that alley pick up.
- The increase of legal liability to the city because of injury to residents trying to move bins to the street, and suing the city, injury of city workers implementing the same dangerous move getting bins to street while helping residents.
- Purchase of the wrong solid waste vehicles for the job for over a decade.
- Increase liability to the city for violating the Americans with Disability act by not responding to 311 when neighbors need help moving their trash to the curb. Liability by blocking the sidewalk on Colorado Blvd. for pedestrians and the disabled with this policy of curb side pick-up. There is no passage on the sidewalk of Colorado Blvd. for disabled to access the bus stops.
- Increase costs to the city by increasing carbon emissions due to driving vehicles 4 time farther.
I appreciate your offer to place this in your ‘Red Flag’ file as you continue your audit of Solid Waste. I also appreciate that you took the time to talk with me and understand this issue with Congress Park Neighborhood.
Regards,
Vicki Eppler
