Proposed Conservation Overlay Presented At Oct 23 2024 Meeting
The following are the existing zoning codes in Congress Park that are considered for inclusion in the overlay with the exclusion of Historic buildings, and commercial U-MS areas
All heights listed are for the front 65% of the lot. All allow for 37.5% lot coverage.
There are 1,921 single-unit buildings of varying forms and types
Average lot sizes range from approximately 3200 sq.ft. to 6250 sq.ft. there are a few double lots that may run as large as 10,000 sq.ft.
U-SU-B: Urban single unit (4500 sq.ft. minimum lot size) 2.5 stories, height 30’
U-SU-B1: Urban single unit (4500 sq.ft. minimum lot size, 2.5 stories, 1=ADU allowed), height 30’
U-SU-C: Urban single unit (5500 sq.ft. minimum lot size), 2.5 stories, height 30’
U-SU-C1: Urban single unit (5500 sq.ft. minimum lot size, 2.5 stories, 1=ADU allowed), height 30’
U-TU-C: (Duplex) Two unit – C (5500 sq.ft. minimum lot size), height 30’ with 37.7% lot coverage
These are zoned residential areas that are not included in the overlay
U-RH-2.5: Urban Row House, 2.5 stories maximum height, height 30’
U-RH-3A: Urban Row House – 3A stories maximum height, (A= Apartment building form allowed on certain corner lots.), height 30’
UO-3: This applies to a Historic Structure in and overlay district and allows for a business and Bed and Breakfast use.
Congress Park Overlay Proposed Zoning Standards
- Currently for alterations and / or expansion of an existing one- or two-unit dwelling, the code allows for up to 40% demolition of a residence. Of that percentage, the Overlay would allow only 10% of the total demolition to be in the front façade.
- Maintain traditional side setbacks
- Keep the existing side setback that is typical for that block, including sky exposure, solar access, rear garages and narrow driveways
- Reduce height in feet and stories
- Pitched roof: Two stories capped at 28’ but can add dormers that pierce the bulk plane. (Currently 30’ height allowed)
- Two story flat roof capped at 22’.
- Bulk plane vertical height at side interior wall 14’ (Currently 17’ is allowed)
- Decreasing the 37.5% allowable lot coverages by 2.5%. to 35%. On a 50-foot lot that potentially amounts to 125 s.f. decrease of footprint on the lot. On a 37.5’ lot that would equate to 117 s.f. The lower roof height, lower wall height and elevated floor lines, the mass / bulk on the lot will decrease but still allow for expansion of an existing residence while also providing for better integrated new infill projects.
- Allow dormers to pierce the bulk plane
- Low slope or flat roof require a front setback on second floor
- Require porches
- Require front porches to be a minimum of 6 x 20’, must have a minimum 18’ height and not be under a story.
- Minimum first floor elevation
- First floor elevation must be no less than12” above grade and no more than 36” above grade
